The duty of the Council of Nine|Malagard, Khelek

In the advisers' chamber, the Council of Nine gathers. This council consists of the four highest ranking generals, the Archpriest or the one performing the duties of Archpriest of the Force which the ruler favors, the captain of the palace guard, the two Secretaries of Internal Affairs, and the highest ranking judge in the Crystalands. There is a special duty and privilege belonging to the assembled group: simply put, if all nine agree completely that either the Master is acting more out of his own interests than the interests of Khelek as a whole or if they all disagree for the same reasons with a policy put in place, then they can issue a verbal reprimand. If the reprimand does not work, then the council can take their evidence to the people as a whole which would likely lead to the Leader being removed from power.
"So good of you to join us, Master. I'm sure you know who we are and about the Council of Nine or am I wrong?" Victor purrs in greeting as Haukea enters the room. Without waiting for a reply, the Secretary of Internal Affairs continues, "I think we would all be more comfortable if all of us got down to business right away. Given your recent actions, as reported by the steward who overheard a certain meeting and by a guard who witnessed another... event , I'm afraid we have no choice but to ask you to explain yourself. It is in your own best interest to answer honestly, Master, and to remember that none of our findings leave this room unless you do not take our words to heart."
"I understand what is to happen here and I remember well enough everything that has been said..." The Master stands up a little straighter and looks at each member of the council one by one before inquiring, "How would an increase in territory not be Khelek's benifit? Especially territory that seems mostly unravaged by the recent disasters."
"The favoring of starting a war through subterfuge over either open war or negotations, not what could be gained from such a thing is the issue here," answers Melodic. The female general shakes her head slightly before adding, "Not to mention, you seem well aware that the vast majority have no interest in such an expansion no matter what the gain is."
"Neither of the other methods is likely to work well," Haukea replies. "Furthermore, I highly doubt that anything gained would not be put to good use and the growth of the nation would surely be in the best interests of all those who reside there."
Isha, the one taking on the role of Archpriest of Worg, wags a finger scoldingly. "Growth through illegitimate means is wrong and injects a poison into anything gained from it. I think we should switch to the other matter now; judging by his expression and the way he is repeating his defenses, our point has been recieved."
"The second point is simply that allying oneself with what seems to be a hybrid of a demon and a human without first determining orgins and what is likely to be gained by the hybrid is conduct unbefitting the role of Leader. Actually, it is more that you seemed to show no concern about its intentions and let your guard down because the creature spoke well that concerns us more than anything else," Xeres comments sternly. "Just because something seems civil does not mean one should let their guard down."
"...I did not let my guard down and I was prepared to have an attack launched at the first sign of aggression." Haukea sighs quietly, aware of how feeble that defense sounded. His pride is stinging and he feels a sharp pang of disappointment that the plans cannot go forward, but he knows that the Council of Nine cannot be ignored or walked out on.
"You appeared to let your guard completely down which makes you look both weak and foolish. Bear our words in mind and I believe that is enough for this meeting," Victor says smoothly. After the council speaks quietly amung themselves for a moment, the Secrectary adds, "Though you should not expect such mercy again, we have decided that -aside from this meeting- your sole punishment is to be put on a probation of sorts. One more false move in the next three years will lead to a sign being removed as punishment for acting against the interests and will of the whole. You may go..."
Without another word, Haukea exits the room as composedly as possible. Not caring what the servants and guards thought, he locks himself in the study to think and to catch up on work.
