The Ilyamen Address

Those wandering the streets of Ilyamen early one Winter morning would notice a stage set up in front of the palace of the cities leader. The stage itself was rather plain, a podium near the front for a speaker but otherwise flat. Upon it were four banners depicting a yellow compass rose on a purple background. A couple hours after sunrise, when most people were stirring, Lady Arrida ascended to the podium flanked by two women. The Lady of Ilyamen wished to make an announcement to her people, the ladies bore wind signs to increase the effective range of her speech.
"People of Ilyamen, as your chosen leader I come to you with an announcement concerning motions that will be put up to your vote at the end of this season. As always it is your word that determines the future of your city, and I shall do all I can as your humble servant to make sure this wonderful city remains the center of Naruta!"
She paused for a moment, her recently polished armor sparkled under the gaze of the morning sun. The Lady wouldn't have it any other way.
"There are three motions I wish to bring to your attention. The first is the simplest. As we are on the precipice of a new age for our fair nation I feel the time has come to change our symbol. I have designed a new banner for Ilyamen and wish to make it our permanent symbol. It can be viewed outside the palace for the time remaining until the next city vote.
Secondly, I know a large concern for our fair city has been defense. I ask for the approval of the people to fund a new initiative. In this plan, I will send envoys to our brethren around the continent and request that they send military leaders to our fair city to oversee the development and training of the Ilyamen Guard.
Finally, in order to encourage the decrease in the crime rate around town I ask that the people give the state power of Eminent Domain. With this power, the state will acquire the in city property of some of slightly worse of citizens, and in exchange grant them land shortly outside of the cities' walls along with material and finances to begin life at a village of their own. The advantages for these people is that they will be economically linked to Ilyamen, along with the bonus of the new village possibly housing embassies for our foreign friends."
Lady Evanlyn gives a formal bow to all those present directly outside the palace and begins her descent. Sure the message could be posted to boards and handed to criers, but that simply isn't the Ladies style.
